Facebook, Google, Yahoo, Twitter imposing ban on online child pornography

NEW YORK: Silicon Valley giants Facebook, Google, Microsoft, Yahoo and Twitter are working with Britain’s Internet Watch Foundation (IWF) to implement a new system that will help detect and block images of child pornography online.

IWF, a charitable foundation, has introduced a new technology that enables it to tag images of sexual abuse with distinct hashes — sort of codes that act like a digital fingerprint, The Verge reported.

Once a hash is assigned to an image, it’s unique to it, making it easy to identify a specific image. The IWF keeps a record of all the hashes, which it has only shared with the five tech companies so far, but plans to roll out to others soon.

Once the system is implemented, any image that is uploaded to Facebook, Twitter or any other participating website is scanned. If the image has previously been tagged by the IWF, the system will detect its hash and automatically prevent it from being uploaded — and thus from being shared, TOI reported on Tuesday.

Google has long scanned the images that pass through Gmail for child pornography. Now, the joint support of the tech giants should help widen the net.

The Cabinet Committee on Privatizations in its meeting chaired by Finance Minister, Senator Mohammad Ishaq Dar here Tuesday evening, with consensus, approved divestment of 88% GoP shares in the National Power Construction Corporation (NPCC).

Chairman Privatization Commision (PC), Mohammad Zubair briefed the chair about the bidding process. He said that out of the three qualified bidders, M/s Mansour Al Mosaid Company of Saudi Arabia submitted the highest bid of Rs. 1420 per share which is 26.9 % higher than the CCOP approved Reference Price of Rs.1119/- per share and for 88% GoP shares (1760,000 Nos) of NPCC, the total thus comes up to Rs. 2,499,200,000/-.(Rs 2.4992 billion).The other two bidders i.e consortium of Ms Habib Rafiq Ltd and M/s Frontier Works Organization, Pakistan, and Consortium of M/s Zahir Khan Brothers and M/s Reliable Engineers Services(Pvt) Led Pakistan offered Rs. 925/- and Rs. 344.50 per share respectively. Chairman PC further said that the PC Board in its meeting had approved the highest bid. CCOP accordingly gave approval for the divestment of GoP shares in NPCC to M/s Mansour Al Mosaid Company, being the highest bidder.

The bidding, it may be added was held Tuesday morning in the presence of representatives of bidders at Serena, Islamabad and was chaired by Chairman Privatization Commission. A large number of print and electronic media representatives and other stake holders were also present.

Finance Minister, Senator Mohammad Ishaq Dar congratulated the Chairman PC and all the members of his team for conducting the whole process fully in accordance with the laid out rules and procedures. He also appreciated the NPCC officials for according full cooperation to the PC for carrying out the divestment process.

Federal Miniser for P&NR, Minister for Port and Shipping Kamran Michael and other senior officials from various ministries attended the meeting.

724th National Day of Switzerland celebrated in Karachi

Diplomats, politicians, businessmen, and members of the society with special abilities attended the occasion. With 800 guests, this was the largest National Day ever celebrated in Karachi. Climate change: Unilever Pakistan, WWF to plant 2,000 trees in Karachi

Unilever Pakistan has partnered with the World Wide Fund for Nature-Pakistan (WWF-Pakistan) to address rising temperatures in Karachi by increasing the number of trees in the city.

As part of this effort, Unilever Pakistan and WWF-Pakistan have planted 2,000 trees across Karachi to counter the impact of extreme weather patterns in Pakistan’s largest city. The initiative was inaugurated by Unilever’s employee volunteers as part of Independence Day Celebrations for a Cleaner Greener Pakistan.

Shafaq Omar, Director Human Resources, Unilever Pakistan Limited highlighted, “Unilever’s sustainability ambition aims at growing our business by creating a brighter future for consumers, customers and communities. As proud citizens of Pakistan we hope to inspire positivity with this initiative while also creating dialogue around climate change this year.

Seven years gone, SECP gives verdict of 2008 stock market crash today

The arbitrary use of force majeure powers, abrupt and ad hoc policy shifts and autocracy at the Securities and Exchange Commission of Pakistan (SECP) led to the 2008 crisis in the stock market, said the Shamim Ahmad Khan committee report.

The SECP had constituted the committee in 2012 to analyze the crisis, but it became inactive due to Mr Shamim Ahmad Khan’s resignation. However, the SECP Chairman, Mr Zafar Hijazi, reactivated the committee and approved revised terms of references (ToRs) in January 2015.

As per revised TORs, the committee was mandated to study the factors leading to the 2008 crisis, rationale for imposing of the floor by the exchanges under their risk management system (RMS) regulations and review the impact of imposition of the floor on the market. The committee was also asked to give policy recommendations based on the experience of the 2008 crisis.

The committee submitted its report to the SECP on June 5, which the SECP presented to the Policy Board in its meeting held Monday. The report analyses the causes, events, impact and outcome of the 2008 market crisis primarily with a ‘lessons learned’ objective. The Board decided to deliberate on in its next meeting.

The committee criticized the SECP for not functioning as a collegiate body during the 2008 crisis and emphasized the need for the same. It also recommended development of a strategic capital market development plan by the SECP and procedure for improved coordination between the SECP and the State Bank.

The committee expressed its concern over the arbitrary use of force majeure powers and abrupt and ad hoc policy shifts, including changes to risk management by the stock exchanges. It recommended to the SECP to devise transparent policy clearly spelling out circumstances in which the regulator can intervene in the market under the emergency powers now conferred upon it under the 2015 Securities Act.

It also provides a set of recommendations, which could help prevent recurrence of such a crisis. It has suggested reforms across the SECP, stock exchanges, Central Depository Company (CDC) and National Clearing Company of Pakistan (NCCPL).

The committee recommended to revamp the existing broker regime and suggested stringent criteria for CDC participants whereby only select institutions fulfilling required criteria are allowed custody of clients’ securities. The committee suggested that the NCCPL should function as a statutory body and to be converted into a central counterparty (CCP) with adequately funded Settlement Guarantee Fund (SGF). Additionally, the committee observed conflict of interest on the boards’ of stock exchanges, NCCPL and CDC due to presence of broker directors.

While presenting the committee’s report, Chairman Hijazi briefed the Policy Board that since recommendation of the committee pertain to 2008, about 90 percent of these have already implemented. The remaining are part of the SECP’s reform agenda and in the implementation stage.

He informed the board that the committee’s feedback regarding the SECP’s working has been addressed as SECP is functioning as a fully collegiate body and all important matters are deliberated on at the Commission level. For improved coordination, he said, the SECP entered into an MOU with the State Bank in March 2009 and dialogue is being maintained through coordination committee and taskforce meetings.

Moreover, with the promulgation of the new act, the stock exchanges’ powers in terms of force majeure have been vested with the SECP. The SECP is devising broad policy parameters in which it can intervene under the emergency powers.

In order to address the need for developing a long-term strategy and plan for development of stock market, the SECP has drafted a capital market development plan, which will be rolled out once the consultation process with the stakeholders is completed.

Kasur sex scam: A ‘balatkar’ of Punjab’s good governance

Every day the new hair-raising disclosures about the mega sex scam of a village Hussain Khanwala in Kasur district, near Lahore, the provincial capital of Punjab, are exposing the nastiness of a gang of sex abusers, traditional negligence of the police that prolonged this cruelty for years and habitual denial of the PML(N) Ministers and leaders at the beginning indicate that the sex abuse scam of dozens of the children is, in fact, a balatkar of the good governance of the Punjab government and ruling party PML(N) that are ruling the Pakistan’s largest province for the last seven consecutive years, since 2008.

When the media exposed this mega scam a few days ago, the Punjab’s Law Minister Rana Sanaullah was the first PML(N) Minister who denied the scandal and tried to link it with land dispute, but leakage of videos of the brutalities of the gangsters, interviews and media statements of the victims and their family members finally forced the PML(N) leaders to lick the dust and admit that the tragedy was the result of the laxity of the police and vindictiveness of a gang.

Resultantly, the gang of molesters thrashed the woman publically that harassed the other victims, their family members and thus the devils continued their nasty mission with more vigour and fear.

If we look at newspapers, the Punjab province seems to be an ideal province in the country where everything appears in order and in a prescribed disciplined, but when we look at ground reality, we find the same years old rotten culture, politicized police, tilted administration, bureaucracy, no rule for the rulers and all kinds of bad governance that we are seeing for the past several years.protest3

The recent worst-ever sex abuse scandal of Kasur also speaks volumes about the governance system of Khaadm-e-Aal in Punjab, police and administration’s lethargic attitude towards common people.

It also exposes the tall and hollow claims of Sharifs and PML(N) regarding revolutionary changes in the culture of Punjab province that hosts 56 percent (over 12 million people) population of the country.

At present in bad governance and poverty the Punjab province appears on top of other provinces. In the past we have blamed the PPP for recklessly running the province, but targeted operations of Rangers and Police have improved the governance, law and order in Sindh, especially in Karachi, the mega city of Pakistan.

The main accused in Kasur sex scam gave a new twist to the most abhorable incident by admitting that he used to be present when the sex abuse crimes were committed and filmed in a classroom of the academy where he and those captured in the vidoes used to study.

Media reports suggested that the accused had confessed to their crime and the only development was the arrest of another accused, Usman. Six others, including the main accused, Haseem Amir, were arrested on Thursday.

Police said 15 accused have been nominated in seven different FIRs and raids are being conducted to arrest another two accused while the remaining were on bail.

Interestingly, six of the sex abuse scandal characters are in their early 20s and the seventh, Abdul Mannan, says he is just 14 years old.

The main accused Haseem, 25, said he was innocent because none of the films seized by police showed him indulging in any abuse. When asked whether he used to film the child abuse, he said he used to sit in the classroom where his classmates had been committing crimes.

He claimed that he and others had been implicated in the case because some people wanted to grab 16.50 acres of land his family had purchased.

The villagers, victims and their relatives who said they had kept quiet because of fear and shame were now openly talking about what they called the brazen deeds of the accused. There was no more fear of the accused or shame as they were readily giving details of the events.

The fear was no more there because of one Mubin Ghaznavi, reportedly a former Jamaat-i-Islami worker who continued to urge the victims and their families to stick to their allegations. Two lawyers – Latif Sohra from Lahore and Chaudhry Munir – were also seen in the village and were reportedly supporting the victims, Dawn.com reported on Monday.

Some people, including Lambardar Saifullah, alleged that the JI man and the two lawyers were after the 16.50 acres of irrigated land which the family of the principal accused known as Karmoo group had purchased. But they could not satisfy many as to how one could ask people to say that they had been sodomised for settling the score.

The allegation was that Mobin wanted some NGOs to build a school and other facilities for villagers on the land and lawyer Chaudhry Munir was with him. Mubin and the two lawyers denied that they were supporting the villagers. Mubin said the accused were his relatives and he was angry because they had also abused children of their own family. Latif Sohra claimed that the victims had visited them in Lahore for legal help and he engaged his friend Chaudhry Munir for assistance.

“Look at the abused youngsters. Can one make them confess to an act which will haunt them all their lives,” Mubin said.

He said police and those supporting the accused were levelling such allegations to confuse the issue. The government should impartially look into the matter, he added.

The Karmoo group, it is alleged, had the backing of people mostly in government departments and courts.

Mubin said he had nearly 150 clips of the child abuse. Young girls were also assaulted, “but we are not sharing their clips to save their families from ignominy. Police have much more but they are trying to marginalise the issue,” he claimed. He said the father, brothers and uncles of the principal accused also used to abuse children.

Haseem claimed in the lockup that police had one clip showing the rape of a girl. But he said the victims were also abusing each other.

Women and their young relatives felt no hesitation in telling their side of the story. One Amna said his brother Abdul Mannan had been kidnapped at gunpoint by Haseem when he was seven. He was taken to Haseem’s haveli, intoxicated and abused by him and others. The scene was filmed for blackmailing. “We have given them a total of Rs800,000 on different occasions.”

Danish Ali, 18, a student of Lahore’s National College of Arts, said he had been picked when he was nine. He repeated the allegations and said the accused used to extort money from him till recently by threatening to release the clips. He would also be forced to abuse children picked by Haseem in the meantime.

And as the villagers, including women and the victims, were sticking to their claims, none of them could quote even a single incident in which a victim was found injured or sick after the criminal assault by more than one man.

“We were silenced. I was hurt but I would not tell anyone for fear of my life and safety of my family. They also used to make me entice more children for abuse,” one of them said.

And there was a story to tell how the alleged racket was exposed. According to the villagers, Haseem gave his mobile phone to a cousin while playing volleyball and the cousin who knew about the crime stole his memory card. Clips from the memory card went around in the village and to those who dared seek justice, they said.

They said the RPO had come to Ganda Singhwala a month ago and constituted an investigation team under the SP investigation but it never completed its report. Had it been done, the matter would not have been agitated with so much force, they said.

According to them, 400 to 500 children were abused.

Chief Minister Shahbaz Sharif ordered on Sunday a judicial inquiry into the matter. He was to visit the village on Sunday morning, but he had to cancel his trip because of security reasons.

Sunday was the day for political leaders to express solidarity with the victims and families. However, no MPA or MNA visited the village.

Jamaat-i-Islami Emir Sirajul Haq said the incident was the worst example of terrorism and barbarism and urged the Chief Justice of Pakistan to take sue motto notice. He also demanded a judicial commission on the matter and called for speedy trial of the accused.

He said that in view of the severity of the case, sections of the Anti-Terrorism Act should be included in the FIRs. He said a case registered against the villagers after a clash with police a few days age should be immediately withdrawn.

The JI chief said Prime Minister Nawaz Sharif should have visited Kasur to express sympathy with the victims’ families.

PTI leader Mahmoodur Rasheed also visited the village and demanded a speedy trial of the case and exemplary punishment for the accused. He accused police of protecting the accused.

Jahan Arra, daughter of PPP leader Manzoor Watto, met the victims’ families and assured them that the matter would be raised at every platform. A team of the Pakistan Awami Tehreek, which visited the village, said the child abuse case should be referred to a military court. Led by retired Maj Saeed and Nurullah Siddiqui, it said Punjab should be handed over to Rangers because the provincial government and its police had failed to protect life and honour of the people.

Anti-Terrorism Act included in FIRs against molesters

The Lahore High Court on Tuesday sought a report from Advocate General Punjab Naveed Rasool Mirza, Inspector General Police Punjab Mushtaq Sukhera and Home Secretary Punjab Azam Suleman to examine that the Kasur child abuse case can be tried in an anti-terrorism court or not.

A petition filed by Advocate Aftab Ahmed Bajwa in the LHC on Monday was heard by LHC Chief Justice Manzoor Ahmed. The petition stated that since the case is of a serious nature, it should be tried in an ATC.

The report will describe what sections of the Anti-Terrorism Act ─ in particular, Section 7 of the ATA, “Punishment for acts of terrorism” ─ are applicable to the case in order to decide whether the case can be tried in an ATC.

Police have contacted victims’ families to inform them that Section 7/ATA has been included in the seven First Information Reports lodged against the accused. The LHC CJ ordered the SP Investigation and SHOs to present the report in a hearing which is scheduled to take place tomorrow.

Reports of the sexual abuse of about 280 children have shocked the country. Most of the victims who are from Husain Khanwala village near Kasur are less than 14-years-old. The victims were sexually abused and filmed by members of a gang. Their families had also been blackmailed by the gang since 2009.

Four more complainants: Relatives of four more victims have come forward to register their complaints in the child abuse scandal. An application was filed by family members claiming that the victims had been abused at gunpoint.

World population to hit 9.7b in 2050, 11.2b in 2100, says UN

WASHINGTON: The United Nations said the world’s population will increase from 7.3 billion people to 9.7 billion in 2050 and 11.2 billion at the century’s end.

Asia, with a current population of 4.4 billion, is likely to remain the most populous continent, with its population expected to peak around the middle of the century at 5.3 billion and then to decline to around 4.9 billion people by the end of the century.

Developing countries with young populations but lower fertility like India face the prospect of substantial population ageing before the end of the century.

united nations“India, along with China and Brazil, need to invest some of the benefits of their demographic dividend in the coming decades toward provisions for the older population of the future such as social security, pensions and health care,” said John R Wilmoth, director of the United Nations’ (UN) Population Division.

“The probability that world population growth will end within this century to be 23 percent,” he added while addressing a session focused on demographic forecasting at the “2015 Joint Statistical Meetings” (JSM 2015) in Seattle on August 10.

The world population growth will not stop in this century unless there are unprecedented fertility declines in those parts of sub-Saharan Africa that are still experiencing rapid population growth.

According to models of demographic change derived from historical experience, it is estimated the global population will be between 9.5 and 13.3 billion people in 2100. The primary driver of global population growth is a projected increase in the population of Africa. The continent’s current population of 1.2 billion people is expected to rise to between 3.4 billion and 5.6 billion people by the end of this century.

“The continent’s population growth is due to persistent high levels of fertility and the recent slowdown in the rate of fertility decline,” Wilmoth noted.

The total fertility rate (TFR) has been declining in Africa over the past decade, but has been doing so at roughly one-quarter of the rate at which it declined in Asia, Latin America and the Caribbean in the 1970s. The results have important policy implications for governments across the globe.

“Rapid population growth in high-fertility countries can exacerbate a range of existing problems – environmental, health, economic, governmental and social,” said Wilmoth.

Karachi Tax Bar Association protests harsh measures of tax-men

KTBAKARACHI: The Karachi Tax Bar Association (KTBA) has complained against the harsh measures being used by the field officers of the Federal Board of Revenue (FBR) to get tax. The Bar further said that the Commissioner (Appeals) too failed to grant due relief to taxpayers due to administrative pressure as the government and the taxmen are making all out efforts to maximise tax revenue.

The KTBA, in a letter written to the chairman Federal Board of Revenue, has said the forum of Commissioner (Appeals) be strengthened so that genuine taxpayers are not left at the mercy of field officers.

KTBA2Appreciating the amendments made in the Income Tax Ordinance, 2001, through the Finance Act, 2015, the bar demanded that relaxation of 60 days stay should also be introduced in the Sales Tax Act, 1990, for the benefit of sales tax registered persons.

The KTBA also proposed the sales tax registration process, which takes 60 to 120 days be expedited and the facility of temporary registration should also be allowed to persons other than the manufacturers.

It also demanded that those given temporary registration be allowed to make taxable supplies and to issue sales tax invoices.

The KTBA also suggested that revision of sales tax returns should be allowed without approval of the commissioner, particularly when revision does not result in reduction of tax liability or increase in the refund.

In order to promote transparency, the KTBA demanded a single and comprehensive annual sales tax audit through computer balloting and on fixed parameters and time-frame.

Pakistan, Indonesia trade rises to $850 million, says Hadi Santoso

HYDERABAD: Indo­ne­sian Consul-General in Karachi Mr Hadi Santoso suggested to Pakistani exporters to export beef and Irri-rice to Indonesian markets to capture the market share and enhance their exports.

He was speaking at Hyderabad Chamber of Commerce and Industry (HCCI) during his visit to the chamber. The CG of Indonesia said that 90 per cent population of Indonesia lives in 17,000 islands. He stressed that both the countries can utilise their resources to fulfill the needs of their countrymen.

He said that Indonesia wanted to enhance trade with Pakistan. Volume of trade between the two countries increased to $850 million during January and May this year after inking preferential trade agreement (PTA). The Pakistani exporters must take benefit of the Preferential Trade Agreement and promote their exports to Indonesia, he said.
