How PIA plane crashed just outside Karachi airport?

This is very tragic incident, but how the PIA plane crashed just outside the Karachi airport, it seems very strange and disturbing. When plane was landing, the crash landing option could have been utilised. Model Colony, where the plane crashed, is just opposite the runway and Karachi airport.

Wrong Landing Altitude

According to pilot’s conversation with control tower, the ill-fated plane, while making its first approach to landing was at a higher altitude than the normal. It was at 3,500 feet at five miles. When the pilot was forewarned by the control tower about the high altitude, pilot said he was comfortable with it and was approaching runway 25-L. The aircraft should have been at 1,600 feet at that point.

Why Pilot did not opt for emergency or crash landing when he tried to land the plane although landing gear and tyres were not working at that time? Initial reports indicate that during first attempt of landing, but that was a failed attempt due to fault in landing gear. Meanwhile, both the engines too developed faults that led to crash of the plane. President of Bank of Punjab, Zafar Masood, who was also travelling in the ill-fated plane, however, he has survived and shifted to ICU. He is out of danger now. Zubair Ahmed, another passenger is among the two survivors.

Bhasha Dam construction starting after 20 years

Pakistan government has finally signed an agreement with a joint venture of China Power and Frontier Works Organisation (FWO) for the construction of the Diamer-Bhasha dam. This agreement involves an amount of 442 billion rupees. The agreement was signed on May 13, 2020 and work on the project is will begin within a couple of weeks. The beginning of construction of this mega dam, 20 years after its planning, seems a major achievement of the PTI government led by Prime Minister Imran Khan.

The state controlled Chinese company, China Power, holds 70 per cent stake in this venture while the Frontier Works Organisation, a mega commercial construction company, a subsidiary of the Army Welfare Trust, founded by the Pakistan Army, holds 30pc share. The contract covers construction of a diversion system, main dam, access bridge and the 21-MWs Tangir hydropower project.

The CEO Diamer-Bhasha dam project Amir Bashir Chaudhry and authorised representative of China Power Yang Jiandu signed the agreement on behalf of the Water and Power Development Authority (Wapda) and the joint venture, respectively. Water Resources Minister Faisal Vawda, Chinese Ambassador Yao Jing, Water Resources Secretary Mohammad Ashraf, Wapda chairman retired Lt Gen Muzammil Hussain, Pakistan Army engineer-in-chief Lt Gen Moazzam Ejaz and FWO director general Maj Gen Kamal Azfar attended the signing ceremony.

The Wapda chairman hoped that the Diamer-Bhasha dam would be completed as per the timelines to cope with the increasing water and electricity requirements of the country. The dam project with a total financial outlay of about Rs1,406.5bn would be completed in 2028, he said.

The eight million acre feet (MAF) reservoir with 272-metre height will be the tallest roller compact concrete (RCC) dam in the world. It will have a spillway, 14 gates and five outlets for flushing out silt. The diversion system involves two tunnels and a diversion canal — all three having one kilometre length each. The bridge — a box girder structure — under the contract will be constructed downstream of the dam structure while the 21MW power plant will be built to meet energy requirements of the project during construction.

Before this agreement, the past three governments wasted 19 years but they could not complete the process of land acquirement for this US$14 billion project.

In last 19 years the previous governments _ of Gen. Pervez Musharraf, Asif Ali Zardari and Nawaz Sharif laid the foundation-stones of the Bhasha Dam construction one by one, drummed it well to win the hearts and supports of the general public, but all these governments left the project at the beginning. Musharraf ruled Pakistan for straight nine years, from Oct 1999 to 2008 (before the formation of PPP govt) while Pakistan People’s Party reigned the country for five years (April 2008 to March 2013, while Pakistan Muslim League (Nawaz) also run the country for five consecutive years, from June 2013 to May 2018, but the process of purchasing the land to build this mega dam could not be completed.

Dasu dam1The PML(N) government paced up the land acquisition process, but its five-year also ended without completing the task of acquiring land. How much serious is the PML(N) government in this project it can be guessed from the fact that it is allocated less than one percent of the total cost of the project in each budget for the dam.

In other words, a dam that was to be completed in 14 years at a cost of $13-14 billion US dollars, its land could not be purchased in 19 years. This is the way our rulers try to solve the energy problem.

On several occasions the former Federal Minister for Finance Senator Muhammad Ishaq Dar vowed to build two big dams _ Dasu and Basha Dams to meet the shortage of water and electricity. The PML(N) government arranged conference in Washington to get financial support from the donors and the investors to build Diamir Bhasha Dam. But the World Bank foiled that conference by giving the verdict that the government should carry out the risk assessment of the project that also needed an NOC from India. Just imagine, can India give Pakistan an NOC to build a dam that can change the future scenario of Pakistan.

Experts often say every year that if Pakistan builds one big dam, the country can overcome the annual feature of devastation of floods and produce clean energy and meet water requirements for agricultural purposes.

Regarding the Dasu Hydro Power Project the World Bank had approved $588 million IDA loan to support the PML(N) government to build Dasu Dam, a run of the river hydro-project to be built on Indus River. The project would produce more than 4000 MWs of electricity after completion. The Dasu Dam is expected to be completed in 7 years at a cost of 7 to 8 billion dollars. So far the World Bank had provided around $150 million to Pakistan for this project and now land acquisition is going on at a very disappointingly slow pace.

Interesting to note is that the experts in WAPDA have strongly proposed the construction of Bhasha Dam that will not only store water for agricultural purposes but also produce 4,500 MWs of electricity. WAPDA officials are of the opinion that Dasu Dam is run-of-the river dam that will not store water and it will produce electricity only from the river water.

WAPDA experts have told the government and the WB that Bhasha Dam is expensive and it will take more time than Dasu, but its advantage is that it would overcome water shortage in Pakistan that would ultimately support agricultural and economic growth in the country. But the World Bank had supported Dasu Dam/Hydro Power Project.

Dasu Hydropower Project has the potential of producing 4320MW electricity which will be developed in two phases. Under Phase-I, 2,160MW electricity will be produced which will be extended to 4,320MW in future under Phase-II.

BHASHA DAM

Bhasha Dam is a gravity dam, in the preliminary stages of construction, on the River Indus in Gilgit-BaltistanPakistan. Its foundation stone was laid by Prime Minister Yusuf Raza Gilani of Pakistan on 18 October 2011. Upon completion, Diamer-Bhasha Dam would be the highest RCC dam in the world. The dam site is situated near a place called “Bhasha” in Gilgit-Baltistan’s Diamer District, hence the name.

Upon completion, Diamer-Bhasha Dam would (i) produce 4,500 megawatts of electricity through environmentally clean hydropower generation; (ii) store an extra 8,500,000 acre feet (10.5 km) of water for Pakistan that would be used for irrigation and drinking; (iii) extend the life of Tarbela Dam located downstream by 35 years; and (iv) control flood damage by the River Indus downstream during high floods.

It will have a height of 272 meters spillway with fourteen gates each 11.5 m x 16.24 m. The gross capacity of the reservoir will be 8,100,000 acre feet (10.0 km), with a live storage of 6,400,000 acre feet (7.9 km). Two underground power houses are being proposed, one on each side of the main dam having six turbines on each side with total installed capacity 4500 MW.

In January 2006, the Government of Pakistan announced the decision to construct 5 multi-purpose storage dams in the country during next 10–12 years.

According to the plan, Diamer-Bhasha Dam project was proposed in the first phase and in November 2008, the Executive Committee of National Economic Council formally approved the project. Council of Common Interests Pakistan, a constitutional body representing the provinces, also approved the construction of the dam. The Prime Minister of Pakistan laid the foundation stone of the project on 18 October 2011.

India’s NOC, construction & cost of Basha Dam: In November 2008, the cost of the Diamer-Bhasha dam was estimated at $12.6 billion, now delay in the construction of the dam had raised its cost to over $14 billion. The World Bank has linked funding for the construction of this dam with the issuance of a No-Objection Certificate (NOC) from India _ which, in other words, is nothing but a technical way to say ‘no’ to provide loans for this project’.

Chief Justice of Pakistan raising funds for Bhasha and Mohmand Dams

Former Chief Justice of Pakistan Justice Saqib Nisar has started raising funds to pave the way for the construction of two dams — Diamir Basha Dam and Mohmand Dam. As the Pakistan Tehrik-e-Insaf party of Imran Khan has obtained majority in the 2018 elections, it is being anticipated that the PTI, after formation of government, would pace up its efforts to raise funds on urgent basis to start construction of both the dams.

History & Background of Bhasha Dam project

The initial feasibility study of Diamir Basha Dam was conducted in 1984 by Montreal Engineering Co of Canada. In the year 2000, the Musharraf government decided to build Bhasha Dam and appointed consultants for undertaking a detailed project study in 2002. NEAC Consultants, a consortium of Pakistani consultants with Binnie and Partners of the UK, completed their final report in August 2004, confirming techno-economic feasibility of the project. They also carried out engineering design and prepared project tender documents.

Consequently, Wapda invited expression of interest for carrying out detailed design and engineering and review of work done earlier. For reasons of maintaining project parameters of earlier investigations, and of short lead time, it is standard international practice to prefer for the job the consultants who originally carried out the feasibility study and basic designing. This was not done, though NEAC Consultants offer was considered technically and commercially responsive against tenders.

The contract was awarded in July 2005 to Lahmeyer International of Germany, under a joint venture known as Diamer-Bhasha Consultants. They completed project detailed engineering in March 2008 after review of previous data, studies and investigations done by NEAC Consultants. The Musharraf, Zardari and Nawaz Sharif governments ended without achieving much breakthrough in the construction of this mega project.

NBP’s income surges to Rs108 billion in 2019

Corporate Ambassador/KARACHI: The 71st Annual General meeting of National Bank was held on May 12, 2020 through electronic means. The meeting was attended by all the members of the NBP Board as well as its senior management and a large number of shareholders.

The shareholders were briefed that for the year 2019, the Bank recorded a solid growth in terms of both balance sheet size and income. Despite a generally difficult year for the economy, the bank’s net mark-up / interest income closed 18.5% higher YoY at Rs. 71.9 billion (2018: Rs. 60.7 billion). The bank also earned non-mark-up / interest earning of Rs. 36.2 billion. Accordingly, total income of the Bank closed at Rs. 108.1 billion i.e. 11.5% higher than Rs. 96.9 billion of 2018. In 2019, total expenses for the year amounted to Rs. 65.7 billion against Rs. 55.7 billion for the year 2018. This amount however included a total of Rs. 7.3 billion of provision related to extraordinary HR related costs.

Reflecting the general trend of deterioration in asset quality observed across the industry in 2019, NBP also experienced an 11.5% increase in non-performing loans. While provision charge amounted to Rs. 14.3 billion, profit before tax closed at Rs. 28.0 billion, being 5.7% lower YoY. The bank has consequently focused on strengthening its balance sheet through this provisioning and through building contingency buffers for a total of Rs. 21.6 billion. Due to retrospective applicability of super tax in 2019, the bank’s tax burden amounted to Rs. 12.2 billion, resulting in PAT of Rs. 15.8 billion.

During 2019, total assets of the bank increased by 11.6% to Rs. 3,124.4 billion, from Rs. 2,798.6 billion a year before. Gross advances increased by 8.7% to Rs. 1,151.3 billion, investment (at cost) closed 12.1% up at Rs. 1,417.6 billion, and deposits grew by 9.3% to Rs. 2,198.0 billion.

The Bank is facing contingencies related to pension benefits of its retired employees, and has filed a review petition where a final decision is still awaited. The financial impact of the subject case has not been included in the instant financial statements as the Bank looks forward to a favourable outcome of the case.

 

The CEO apprised the share holders that the bank is constantly monitoring the situation regarding the swift spread of the COVID-19. Amid the pandemic, the bank is taking all necessary steps to ensure the well being of its employees and customers and at the same time prevent any potential business impact to the economy.

 

The shareholders unanimously approved the Annual Financial Statements for the year ended December 31, 2019 along with all other items on the Agenda of the meeting.

Family system in Asia, Gulf defeating Corona-virus

Family system in Asia, Gulf and other countries is proving an important institution in defeating the onslaught of the deadly corona virus. A research points out that family system is one of the elements that is keeping fatalities low. For example, in Pakistan the family system is very strong and the country has reported only 526 corona-related deaths till May 6, 2020, while number of infections is too very low. This number is far less when compared to daily causalities in America, United Kingdom and some European nations.

Similarly, Indonesia, where the family system is also strong, too reported a low number of deaths, 872 till May 6, 2020 with just 12,000 corona-patients. In population, Indonesia is larger than Pakistan with 267.7 million population in 2018. Iran, where family mechanism is also strong, is the only country that suffered a lot from this pandemic. Iranian rulers, however, have blamed America for spreading this virus by terming it a biological attack.

Furthermore, family system in India is also intact largely and the country has reported only 1,694 casualties and around 50,000 corona-patients. Keeping in mind the 1.25 billion Indian population, the coronavirus deaths rate is very low when compared with America, United Kingdom and Europe. Interestingly, Indian population is much more than combined population of USA (350+ million), Europe (747+ million) and UK 66 million. But the strong family system appears one of the key factors that is keeping deaths rate low in India, the second largest country on this planet in size of its population.

Likewise, Saudi Arabia, United Arab Emirates, Kuwait, Oman, Jordan and some other Gulf nations too have reported very low corona-related casualties due to various reasons, including their very strong family system.

United States, United Kingdom, Europe and some other countries that don’t have family system, have reported the highest number of casualties driven by the ongoing pandemic. Top of the list is the USA which reported the highest number of casualties, 72,023 and 1.24 million patients affected by this draconian pandemic till May 5, 2020. Meanwhile, United Kingdom has reported 29,429 deaths, to be the second largest corona victim nation. All the European countries, to date, have reported 257,000+ deaths because of this pandemic, but the number of deaths in each European country is less than USA and UK. This brief research makes it clear that the countries having a family system are least affected by the pandemic, whereas, others have faced frightening rate of casualties. However, the scientists and researchers must conduct more research on this topic to find out the factors that are resisting this pandemic.

Shaista Bano new Chairperson of CCP

The Finance Division on Monday issued a notification after the federal cabinet in its meeting held on 28 April 2020 approved the appointment of Ms. Shaista Bano as the Chairperson CCP, on acting charge basis.

Ms. Shaista Bano holds a Master’s degree in ‘Economics for Competition Law’ from King’s College, University of London and a Master’s in Business Administration with majors in Finance from Quaid-e-Azam University Islamabad. She is also an Associate Chartered Certified Accountant UK since 2006.

Ms. Shaista Bano served at the Securities & Exchange Commission of Pakistan as the Deputy Registrar of Companies till 2007, and then joined CCP in 2007. As the Director General Cartels and Trade Abuse at CCP, she has led a number of key investigations, inspections, and authored various inquiry reports pertaining to wide-ranging industry and economic sectors such as telecommunications, electronic media, electricity generation and distribution, LPG, CNG, sugar, cement, stock exchanges, jute mills.

 

These investigations, searches and enquiry reports have resulted in unearthing some big cartels and abusive practices. In April 2019, she was appointed as Member CCP.

Covid-19: Is it “Babay Mar Diyo” (Kill elderly) virus?

According to USA’s National Institute of Health report, the world’s older population continues to grow at an unprecedented rate. Today, 8.5 percent of people worldwide (617 million _ 61 crore and 70 lac) are aged 65 years and over. By 2050, this generation will surge to 1.6 billion globally

Apart from catastrophic impacts of coronavirus on the global economy and the conspiracy theory whether America or China unleashed this deadly virus, different reports appearing in international media are indicating that the elderly people are the most affected by the COVID-19. For example, so far, China has conducted the biggest research of 72,000 corona cases which indicated that 81 percent of the victims of this virus were 50 years old and above and only 19 percent were between the ages of 15-49 years. UK’s leading newspaper, Daily Mail report points out that elderly people are the most at-risk of developing severe coronavirus, but experts warn young, healthy people are still dying from the respiratory infection. Globally, more than 210,000 people in around 200 countries have been infected with COVID-19 since the outbreak began in China in December. Most of the first 8,000 fatalities recorded across the world have been people who were elderly or suffering underlying conditions, and have weakened immune systems. Chinese health officials carried out the biggest ever study on the never-before-seen strain of the virus, using data from 72,000 cases. They found that only 19 per cent of patients who died were below the age of 50 years. Thus, research shows that 81 percent of the victims of this virus were 50 years and above while rest victims were between the ages of 15-49 years. Many had underlying conditions like cirrhosis of the liver, hypertension, diabetes and Parkinson’s disease. Most spent more than a week in hospitals, with some undergoing treatment for a month or longer. But two died just four days after they were admitted.

While much about the virus remains unknown, medical experts found some positive signs in the fact that the disease did not appear to be killing young and otherwise healthy people. It was a somewhat reassuring sign, Dr. Lipkin wrote, that “the majority of fatal cases are elderly and/or have a chronic disease that would increase their susceptibility to infectious diseases.” Below is global data of Covid-19 (updated till May 3, 2020).

A report published in America’s leading newspaper Washington Post stated that there seemed to be a real medical basis to this generational framing. In China, the fatality rate from the coronavirus for people ages 10 to 39 is less than 0.2 percent, and almost all children under 10 are mysteriously unaffected by the virus. Meanwhile, among Chinese patients over 80 years old, mortality has been 21.9 percent. Among the first 105 Italian fatalities, the average age was 81. If hospitals worldwide become overwhelmed, this effect is likely to be magnified as doctors perform a kind of wartime triage, in which scarce beds and equipment are allocated to the patients considered most likely to have a chance of survival. Already in some Italian hospitals, older patients are being denied treatment.

Thousands of care homes across Britain were locked down last month to stop COVID-19 from spreading among their frail and elderly residents. For Jamshad Ali, 87, it came anyway. Ali and six other residents at Hawthorn Green Care Home in east London died with “symptoms consistent with COVID-19,” with 21 others also possibly infected, said a spokesman for the home. With growing reports of COVID-19 deaths and cases at other homes, experts fear the disease, caused by the new coronavirus, which has already ripped through the care sector in the United States and the rest of Europe is now doing the same in Britain.

My Observation

There is an intriguing aspect linked to the coronavirus fatalities. All the aged people dying of heart attack, acute diabetes, strokes and other problems, are being counted as corona victims in most of the countries in the world. Perhaps every country is trying to show as much corona-related casualties as is possible. Reports published in different media platforms, indicate that the corona virus infection test reports of scores of the deceased, who died, were not available, but the medical authorities declared them the corona victims.

Another important expect is that this virus has exposed the most powerful nations in the world, who neither have adequate facilities to combat this crisis nor control it immediately. Entire Europe, United Kingdom and America, known as the most powerful countries, have shown the highest rate of corona deaths and infections and these countries have reported shortage of beds in hospitals, ventilators and proper medication.

Why Pakistan, India, Bangladesh, Indonesia and Gulf countries have low casualties

Different research articles and observations of ongoing corona problems in these countries indicate that the virus has affected badly in those countries where the temperature remained below 18 degree centigrade, while countries with 18+ temperature remained safe (far better than Europe, UK and USA). Pakistan, India, Bangladesh, Indonesia and Gulf countries have reported lesser casualties than the world’s most powerful nations.

When we talk about Pakistan, we must keep in mind that our countless people experience flue and fever every year when weather changes, especially in the winter season (during chilling weather). Thus, in other words, our people are used to face any flu-related virus, except the elderly people and those having chronic heart problems, diabetes, cancer and other deadly diseases.
